The report condemns the Pahalgam attack and urges punishment of those responsible under law, noting Pakistan denied involvement and demanded an impartial, transparent investigation. It says India failed to provide credible evidence of state-level Pakistani involvement, and that there is no recognized separate right to use unilateral military force in the name of counterterrorism. The experts state that on May 7, 2025, India used force inside Pakistan during “Operation Sindoor,” which they describe as contrary to the UN Charter, and that India did not formally notify the Security Council under Article 51. The report also mentions civilian areas and mosques being affected, civilian deaths and injuries, and records Pakistan’s position that it has a right of self-defense under Article 51.
